Believe it is complete.  When candles are lit, the heat causes the carousel to spin and each of the hanging characters have a small piece that will strike the 2 bells on either side.  Pieces do have wear from age and storage, paint fading, some rust, light dings and scratches.  Still spins and works.  Stands 6 1/2 inches tall when assembled.  Please see pics.
